选取2003-2016年省域高技术产业面板数据,以R&D人员投入为门槛变量,实证分析FDI与OFDI溢出对高技术产业区域创新的非线性影响。得出以下稳健性结论:FDI和OFDI溢出对高技术产业区域创新具有双门槛效应,FDI溢出呈现先升后降的特征,而OFDI溢出则呈现先降后升特征;R&D人员投入、R&D资本积累、城镇化水平有利于高技术产业区域创新,而金融成熟度未产生明显推动作用;政府支持可能对R&D人力投入较高省份产生抑制作用;2003-2016年跨越R&D人员投入中、高门槛的省份在不断增加。 相似文献

The aim of this paper is to analyze the implementation level of International Public Sector Accounting Standards (IPSAS) in the member states of the European Union (EU). After an introduction of the legislative framework in the EU and a review of the literature about the implementation of IPSAS in the EU member states, this paper classifies, on the basis of a survey, the states according to their formal implementation levels of IPSAS. It also analyzes the types of accounting (cash basis accounting, modified cash basis accotmting, accrual accounting, and modified accrual basis accounting) used by the states studied. The survey shows that there are important disparities among the member states, both for the application of IPSAS and for the type of accounting that is used. Furthermore, it appears that even if IPSAS is not legally adopted in most European member states, there is a tendency to use modern accounting systems based on accrual accounting close to IPSAS. 相似文献

企业协会要行使行业代表、行业管理职能必须具有高的行业覆盖率。由于形成的途经的不同和产业链的细分,我国许多行业中普遍存在着“一业多会”现象,导致了企业协会的覆盖率降低、内耗严重,协会的应有功能无法充分发挥。研究表明:走出“一业多会”困境的出路在于强制入会制度的实施、政府背景的隐退和业务主管部门的取消,以及政府行业管理职能的择优转移和“第三部门”的形成。 相似文献

Charities have always had to show that they provide a ‘public benefit’, the meaning of which has been developed by case law. The Charity Commission, a body created by the last government, has provided guidance on the meaning of ‘public benefit’ which is at odds with the meaning developed in case law – and therefore in conflict with the statute under which the guidance was ostensibly provided. The Charity Commission has also allowed charities to engage in political campaigning, an activity which the House of Lords has held no charity can lawfully pursue without losing its charitable status. Research concerned with business relationships and organizational levels, respectively, has addressed companies' difficulties in realizing their strategies. Studies of business relationships explain this through actions and reactions among business partners. Organizational studies note gaps between strategic and operational organizational levels in perceptions and goals. This paper combines these perspectives to obtain new insights into why company strategies may not materialize. The purpose of this paper is to describe and discuss how actor bonds on various organizational levels in business relationships affect strategy realization. The paper shows that actors on similar organizational levels representing different companies may actually share more understandings and activities than actors within the same company. The paper contributes to research on dyadic business relationships by highlighting differences in perspectives on various organizational levels, adds insights into research studying organizations by including a business-relationship aspect, and increases understanding of why strategic plans sometimes fail to succeed. 相似文献
